Abstract

This study examines the strategy of Sharia Financial Institutions Receiving Cash Waqf (LKS-PWU), in this case BPD Kalbar Syariah, in optimizing the potential of cash waqf in West Kalimantan Province. The background of the problem is the high potential of national cash waqf, which reaches approximately Rp 180 trillion, and the potential of cash waqf in West Kalimantan is estimated at approximately Rp 32,386,700,000, but the realization is still very low. This condition is exacerbated by low public literacy and the less than optimal role of BPD Kalbar Syariah despite having been appointed as one of the LKS-PWU. The purpose of this study is to describe the implementation of cash waqf in BPD Kalbar Syariah, as well as to identify and analyze the obstacles and strategies implemented in optimizing cash waqf in West Kalimantan. This study uses field research with an exploratory-analytical nature. Data collection techniques used are structured interviews with the Head of BPD Kalbar Syariah or the special section in charge of cash waqf, as well as documentation. Data were analyzed qualitatively. The study concluded that despite the supportive regulations and legal framework for cash waqf, the realization of cash waqf in West Kalimantan remains far below its potential. Key obstacles include community literacy, institutional capacity, and public trust. The recommended optimization strategy must be holistic, encompassing: strengthening internal capacity, waqf product innovation (such as micro-waqf), integration of digital services (waqf corners and QR waqf), institutional collaboration, and the implementation of transparent local productive waqf projects to build public trust. Implementing this strategy is crucial to increasing the tangible benefits of cash waqf in the community.
